Assessment of the Federal Budget on Climate Change -2012

Abstract

In the context of a low carbon economic growth proposal for Mexico, comprehensively analyzing the Federation’s Expenditure Budget (PEF acronym in Spanish) is highly relevant, for it allows us to set up a hierarchy for the projects and justify their investments according to a cost-benefi t analysis. For this reason, the Mario Molina Center for Strategic Studies on Energy and Environment (MMC), in conjuction with consultants and experts from the Treasury – the Ministry of Finance and Public Credit (SHCP) -, conducted an assessment of the 2012 PEF, which resulted in the enclosure of a cross-section annex on climate change in the 2013 PEF titled “Annex 15. Resources for mitigating climate change effects”, which was published in the Federation’s Official Gazette on December 27, 2012. The present study may also be useful for integrating the 2013-2018 National Climate Change Strategy (ENCC), as well as the 2013-2018 Climate Change Special Programme (PECC), so that adequate and sufficient resources are earmarked to achieve the objectives of the General Law on Climate Change (LGCC) and the management of National Policy on the matter.
